The Prophet is the ruler of the state

The book reviews the حكم of the Prophet ﷺ for the city, which lasted for ten years, starting with the construction of the mosque and his writing of the Constitution of Medina derived from the Book of Allah, among other administrative procedures, and his development of education and educational missions, and the growth of the economy, and his establishment of the media apparatus, and the intelligence agency, and the armed forces, and his political wisdom, and his building of diplomatic relations, and organizing judicial affairs, and medicine and nursing, and social reform and reinforcing public morals, and appointing princes after the expansion of his rule to include the Arabian Peninsula, and empowering women, and his good dealings with others from Jews and Christians, and kindness to animals, and the spiritual worship of the Prophet ﷺ such as prayer and others, and we conclude with the Farewell Pilgrimage and his death ﷺ, and mention some elegies for his death by some poets and poetesses, so he was greater than the one who enjoins good and forbids evil.
