Where there are those who doubt the legitimacy of Tarawih prayer from the Messenger of Allah - peace be upon him - and claim that it was legislated by Omar bin Al-Khattab - may Allah be pleased with him - and since the end of the 14th Islamic century, the opinion has appeared: that it is eleven rak'ahs, and it has become common practice to follow this, and some have said that increasing beyond it is forbidden. The two holy mosques and other mosques continued to follow the practice of twenty rak'ahs as it was, and this continues to this day.
I wanted to compile what the early scholars of the nation said and their evidence regarding the ruling of Tarawih prayer, and regarding the number of its rak'ahs, their opinions, their evidence, and the discussions about the best number; this is for the spread of knowledge, and so that Muslims may forgive each other in their differences. And do not think that scholars oppose or commit forbidden acts without effort and proof. And whoever Allah guides should return to what appears to him as the truth in those opinions, for the truth is the lost property of the believer; wherever he finds it, he should take it.
