A pioneering work that sees the light after more than 550 years since its writing, joining the blessed series of traditional political jurisprudence books that have not been absent from any century. These books have sought and continue to seek to reform the current situation, guiding people towards righteousness and away from corruption through the reform of the political reality. Muslim jurists from various schools of thought have contributed throughout history by authoring in this field, dedicating it as a science of jurisprudence to distinguish it, making it accessible and close, effective in its role, and fruitful in reforming both the ruler and the ruled.
A careful look at the manuscripts of this science reveals that no library was without one or more manuscripts from the Muwafiqeen of caliphs, princes, and sultans. In fact, many of them were written or copied upon their request, to serve as a constitution for them in piety and obedience to Allah, and to be guided by it in the policy of the land and the people.
The author arranged the book into twenty chapters, concerning the qualities and duties of the Muslim ruler, covering every responsible person and official involved in the affairs of Muslims, each according to their position and task. The author dictated it to his student in the year 884 AH in the neighborhood of Al-Salihiyah — at the foot of Mount Qasioun in Damascus, the beacon of knowledge through the ages. The only manuscript copy has settled in the Khalidi Library in Jerusalem.
And Allah grants success.
