Dr. Abdullah bin Muhammad bin Eid Al-Saadi Introduction to the topic of the book: Allah, the Almighty, linked many acts of worship to specific known times, with defined beginnings and ends, and established a set of rulings on them. He commanded Muslims to perform worship during these times, so it is not permissible to perform the timed worship before its designated time or to intentionally delay it beyond its time. Since the dawn of the second (true) Fajr has many rulings related to acts of worship, Nasser Al-Ghamdi compiled these rulings into a treatise called "Rulings of Worship Related to the Rising of the Second Fajr." It is structured with an introduction, five sections, and a conclusion. Before explaining the Islamic legal rulings related to the true Fajr, it was necessary to define what Fajr is, its types—false and true—and to distinguish between them by mentioning the characteristics of each. It concluded that most of the calendars used for the Fajr prayer are not based on field studies, and there are discrepancies indicating this, as evidenced by the significant differences among these calendars. Then, it moved on to discuss the rulings of prayer related to the rising of the second Fajr. It covered the beginning of the time for the Fajr prayer, the latest permissible time for the Isha prayer, the time for the Sunnah of Fajr, the beginning of the prohibition of voluntary prayers, and the end of divine descent to the lowest heaven. It is also known that fasting begins at the time of Fajr’s rising, so it discussed the first time for the fasting person to abstain, the ruling if one doubts the Fajr’s rising, and the purification of women from menstruation and postpartum bleeding before Fajr. It also covered what is required of the person engaging in intimacy during Ramadan at Fajr, delaying Ghusl (ritual purification) until after Fajr, intending the fast before Fajr, and delaying Suhoor (pre-dawn meal) until just before Fajr. Some rites of Hajj are also related to the rising of Fajr. The author mentioned the start and end times of standing at Arafat, the beginning of the time for the stoning of Jamrat al-Aqaba on the Day of Sacrifice, the start of the Tawaf al-Ifadah, and the time for the departure from Muzdalifah. The book concludes with various issues related to the true Fajr, such as washing for Friday and Eid, the beginning of the obligation of Zakat al-Fitr, and the start of the slaughtering of the sacrifice, reviewing the opinions and evidence of scholars, and indicating the most likely correct opinion. The conclusion summarizes the most important findings of the research. Despite its small size, this treatise contains the most important issues related to the rising of Fajr. May Allah reward the author well.
