The Rand Corporation is considered the most important American strategic studies center ever, and some see it as the "American strategic mind," and it is the semi-official research arm of the American administration and the Pentagon in particular. As part of the American efforts to redraw the political and economic map of the Islamic world after the events of September 11, 2001, this report/book was issued. The study attempts to identify the features of the strategy that the American administration should adopt in order to "rebuild Islam"; to integrate it into the Western democratic system. It is a strategy primarily based on cutting off the resources of extremists, and supporting and financing modernists and secularists. This study is originally directed at the American decision-maker; to complete the cognitive aspect of American policies in confronting "Islamic extremism," so it must be read in this context. It is worth noting that the term used is not absolute, but expresses a biased view by nature of epistemological imperialism; it seeks to shape the Muslim "other" according to its own perceptions, which grant it epistemic and human authority.
