Summary:
Indeed, issuing fatwas cannot be undertaken unless a person reaches a high level in Islamic knowledge, especially in jurisprudence, and has insight into applying Islamic rulings to new issues in a way that qualifies him for issuing fatwas.
The noble scholar Sheikh Imam Shams al-Din Ahmad ibn Sulaiman Kamil Pasha, who died in 940 AH, was among those who issued fatwas. He is a scholar from the scholars of Islam in the tenth Hijri century. He held many positions in the Ottoman state, the last of which was Sheikh al-Islam and the Mufti of the Ottoman Empire during the reign of Sultan Sulaiman and the early reign of Sultan Suleiman.
He authored the book "The Duties of the Mufti in the Branches of Hanafi Jurisprudence," in which he collected many fatwas from rare jurisprudential books, some of which are lost, and others printed in old editions that are rarely available and difficult to access.
Because of this, the book preserves valuable texts that prompted its verification and publication.
Much effort was made to verify it, document its texts, comment on them, and compare one relied upon with another.
Ten copies were examined, and six were selected.
The study included a discussion of the political and social life during the era in which Ahmad Kamil Pasha lived, then an introduction to the author, including his name, lineage, teachers, students, and his works, as well as his death and the scholars' opinions about him.
