This study raises a set of complex issues about the dialectic of the tribe and the state, and explores the spaces and concepts of anthropology and history, in a framework that seeks to understand the nature of the relationship between the tribe as a social organizer, and the state as a system and a unifying structure of society, through digging into the roots and prerequisites of the first Arab urbanization experiment after Islam, which was represented in the migration of Arab tribes from the Arabian Peninsula and their settlement in Iraq by founding the cities of Basra and Kufa, so they were the first laboratory in which experiments of shaping the new Arab society took place, and the womb from which the Arab Islamic civilization was born with all its details and directions. They were also the two main incubators that laid, side by side, the general outlines of Islamic thought, each according to its own genius, and set its major titles.
